A New Entrant Safety Audit is FMCSA’s early review of a new interstate motor carrier’s safety controls and records. It is not a test of whether a file cabinet looks complete. The audit may review operating records to assess the carrier’s safety-management controls for drivers, hours, vehicles, crashes, drug and alcohol testing when applicable, and any hazardous materials activity that applies.

The federal New Entrant program applies to covered motor carriers beginning interstate operations. Applicability can vary by carrier type and domicile, so confirm the current Part 385 requirements for the operation involved.

Preparing Florida carrier audit records

For an audit involving a Florida operation, use the official notice to confirm the contact, submission route and requested period. The reviewer may be FMCSA or its state partner. A consultant’s Florida coverage does not establish authority to conduct the official audit or promise its outcome.

Have the audit correspondence ready, driver and vehicle lists, qualification files, hours records, maintenance evidence and applicable testing records for secure review.
