Who Is Exempt from UCR Registration? Eligibility Guide

Whether you need Unified Carrier Registration depends on your business type and operations. Being an owner-operator, running one truck or staying within one state does not, by itself, establish an exemption.

The official UCR eligibility questionnaire asks about the business, the transportation involved and the vehicles used. Use those details to check your position.

Who may be exempt?

The official questionnaire identifies businesses engaged solely in intrastate commerce and private carriers of passengers as categories that do not have to register. It also asks about specific vehicle and operating circumstances. The full questionnaire matters because a business can have more than one activity.

My truck never leaves the state. Is that intrastate commerce?

Not necessarily. The question includes the complete journey of the goods or passengers, including the parts before collection and after delivery. A local leg can still involve interstate or international commerce when the goods or passengers cross state or U.S. national borders elsewhere in the journey.

For example, the official questionnaire asks about goods carried to a dock or airport. A local delivery address alone does not settle the UCR question.

Do owner-operators need UCR?

The business arrangement and operations determine the requirement. The number of trucks alone does not. If an owner-operator is required to register and falls in the 0 to 2 vehicle bracket, the 2027 registration fee is $55.

What if I carry my own goods?

Carrying your own property does not automatically exempt the business. UCR can apply to motor private carriers of property involved in interstate commerce.

What if I have no trucks or only small vehicles?

Brokers and leasing companies can have a UCR obligation without operating trucks. Some carriers using vehicles outside the UCR commercial motor vehicle definition must still register in the lowest bracket. The official questionnaire covers these cases.
