New carriers and driver onboarding

Our carrier directory lists about 5,140 carrier records with a Fort Worth address, and about 1,020 of them first registered with FMCSA in 2025 or later. Roughly 4,380 are for-hire. For a newer carrier adding drivers quickly, the Clearinghouse query needs to be part of onboarding rather than something checked after the driver has already started.

The pre-employment requirement is a full query. The driver must provide specific electronic consent through the Clearinghouse before the employer or designated C/TPA can access the result. If the driver has not set up the access needed to provide consent, the query cannot be completed and the driver cannot begin safety-sensitive work until the employer has the required result.

One-truck operators and the C/TPA requirement

About 3,030 Fort Worth records list a single power unit. An owner-operator who employs himself or herself as a CDL driver is subject to both employer and driver requirements and must designate a consortium/third-party administrator, or C/TPA, in the Clearinghouse.

The C/TPA is responsible for reporting Clearinghouse violations incurred by the owner-operator and can also be authorized to perform queries and other Clearinghouse functions. Managing the annual cycle

• Conduct at least one Clearinghouse query for each covered driver during every 12-month period.
• Obtain and retain the required consent for the type of query being conducted.
• If a limited query returns “record(s) found,” complete a full query within 24 hours using the driver’s electronic consent.
• Maintain an active query plan or authorize a designated C/TPA to conduct queries on the employer’s behalf.
• Complete the employer reporting required by Part 382 and retain query records for three years.

A limited query result showing that records were found does not by itself establish that the driver is prohibited. The full query determines the driver’s Clearinghouse status. If the required full query is not completed within 24 hours, the driver must be removed from safety-sensitive functions until it is completed.
