• Driver qualification files for new and existing drivers, including drivers brought in quickly for contract or seasonal work.
• Drug and alcohol program records and Clearinghouse compliance for CDL drivers subject to Part 382.

California records still matter for intrastate fleets

Operating only within California does not remove state motor-carrier requirements. CHP states that a motor carrier applying for a CA number must first obtain a USDOT number. Carriers and terminals subject to California’s Basic Inspection of Terminals program can also have vehicles, maintenance records and driver records reviewed by CHP.

A mock audit should therefore be scoped to the rules that actually apply to the carrier rather than assuming an interstate FMCSA review and a California BIT inspection are identical.
