FMCSA New Entrant Safety Audit preparation

A New Entrant Safety Audit is FMCSA’s early review of a new interstate motor carrier’s safety controls and records. It is not a test of whether a file cabinet looks complete. The audit may review operating records to assess the carrier’s safety-management controls for drivers, hours, vehicles, crashes, drug and alcohol testing when applicable, and any hazardous materials activity that applies.

The auditor reviews findings with the carrier. FMCSA then provides written notice of the result as soon as practicable and no later than 45 days after completion. A pass does not end monitoring: the carrier remains under New Entrant oversight for the rest of the 18-month period.

Preparing Pennsylvania carrier audit records

When preparing a Pennsylvania carrier, match the engagement to the actual audit notice and operating history. Records from another terminal or state may still form part of the carrier’s evidence. Confirm who in the Pennsylvania operation will answer the auditor and implement any necessary corrections.

Have the audit correspondence ready, driver and vehicle lists, qualification files, hours records, maintenance evidence and applicable testing records for secure review. FMCSA determines whether the carrier’s basic safety management controls are adequate or inadequate. Preparation support cannot promise a pass.
