FMCSA Clearinghouse queries, consent and reporting
The Clearinghouse applies to employers and drivers covered by FMCSA’s DOT drug and alcohol testing rules. In practice, that usually means interstate or intrastate motor carriers using drivers who must hold a commercial driver’s license or commercial learner’s permit to perform safety-sensitive work. It also includes owner-operators operating under their own authority, because they are treated as employers for Clearinghouse and testing-program purposes.
Clearinghouse status now reaches beyond the employer file. FMCSA’s CDL Downgrades FAQ states that, as of November 18, 2024, State Driver Licensing Agencies must remove commercial driving privileges from an individual who is subject to the CMV driving prohibition. In plain terms, a prohibited driver loses or may be denied commercial driving privileges. After the return-to-duty process produces a not-prohibited Clearinghouse status, the applicable State Driver Licensing Agency handles CDL or CLP reinstatement.
Clearinghouse administration for Ohio employers
Clearinghouse duties are federal and most administration can be handled online for an employer in Ohio. If a driver’s CDL or CLP is affected, the relevant licensing agency may be Ohio’s or another state’s, depending on where the license was issued; provider location does not decide reinstatement.
Securely prepare the Part 382 roster (including CDL and CLP holders), query deadlines and details of incomplete consent or reporting tasks. Use the proper query and consent route; provider assistance cannot bypass a prohibited status or remove a valid violation.

DOT compliance questions for Ohio
Is a limited Clearinghouse query enough before hiring a CDL driver?
All pre-employment queries must be full queries, with the driver’s electronic consent in the Clearinghouse. A limited query is used for a different purpose and does not replace that check.
How often must an employer query the Clearinghouse?
Employers must query each currently employed driver subject to Part 382 at least annually, including applicable CDL and CLP holders. Keep a dated schedule and address any information found through the appropriate full-query process.
Can a C/TPA run Clearinghouse queries for an employer?
An employer can designate a C/TPA to conduct queries on its behalf. The employer still needs its own account, query plan and a clear agreement on duties.
Who sells Clearinghouse query plans?
Query plans are purchased from the FMCSA Clearinghouse. A provider’s administration fee is separate from the official query-plan charge.
Are the listed providers based in Ohio?
The results are filtered by declared service coverage for Ohio. A provider may work remotely or cover several areas. Confirm whether they can serve Ohio and whether an in-person appointment is needed.
