Do non-CDL drivers ever need a driver qualification file?
Yes. Part 391 can apply to drivers of covered commercial motor vehicles even where a CDL is not required. Check the vehicle, operation, interstate activity and applicable exceptions rather than using the license class alone.
Can driver qualification records be kept electronically?
Electronic records may be used when the applicable authenticity, access, retention and inspection requirements are met. Scanning a document does not cure a missing inquiry or an unresolved qualification issue.
Does a file-management company make the hiring decision?
The carrier remains responsible for deciding whether a driver is qualified for the assigned work. A provider can obtain and review records, identify gaps and monitor dates within the agreed scope.
What medical evidence should a carrier check under NRII?
As of September 9, 2026, the general NRII route for CDL medical status is the licensing-state CDLIS motor vehicle record. FMCSA’s temporary exemption, in effect April 11 through October 11, 2026, allows eligible interstate CDL/CLP drivers and carriers to rely on a paper Medical Examiner’s Certificate for up to 60 days after issuance. Does a carrier in Missouri obtain every driver record from Missouri?
No. The inquiry follows the driver’s relevant licensing history, not only the employer’s Missouri address. Check the required states, record product, authorization and review obligations. Retain the inquiry and review records required by Part 391, including any required documentation of good-faith inquiry efforts.
