Main USDOT and FMCSA registration triggers

FMCSA says a motor carrier operating in interstate commerce generally needs a USDOT number when at least one of the safety-registration thresholds below applies. Interstate for-hire carriers may also need operating authority and an associated FMCSA registration even when their vehicles do not cross the weight threshold.

Vehicle or combination weight

GVWR, GCWR, GVW or GCW is over 10,000 lb.

Smaller compensated passenger vehicles

A vehicle is designed or used to transport 9 to 15 people, including the driver, for direct or indirect compensation.

Larger passenger vehicles

A vehicle is designed or used to transport 16 or more people, including the driver.

Hazardous materials

Placardable hazardous materials are a federal interstate trigger. Certain materials and quantities can require federal registration and a safety permit in intrastate commerce.

Interstate commerce is wider than crossing a state line

A trip can be part of interstate commerce when the property or passenger movement begins or ends outside the state, even if the vehicle itself stays within one state for that leg. Review shipping papers, contracts and the complete movement, not only the truck's route. Intrastate-only carriers must separately check the rules of their state.

USDOT number questions

Do I need a USDOT number for a pickup truck?

The vehicle body style does not decide the answer. For a motor carrier operating in interstate commerce, check the vehicle or combination GVWR, GCWR, actual weight, passenger use and placardable hazardous-material work. State rules may also apply to intrastate operations.

Do private carriers need a USDOT number?

A private motor carrier can need a USDOT number. The federal motor-carrier criteria are not limited to businesses hauling property for hire. The operation must still be checked against interstate commerce and the vehicle, passenger or hazardous-material thresholds.

Do intrastate carriers need a USDOT number?

FMCSA states that the answer generally depends on the state. An intrastate carrier should check with the responsible state motor-carrier agency. Certain hazardous-material operations can also trigger federal registration and Hazardous Materials Safety Permit requirements even when the operation is intrastate.

Is a USDOT number the same as operating authority?

No. A USDOT number identifies the operation for safety and registration purposes. Some for-hire interstate operations also need the appropriate FMCSA operating authority. The required registrations depend on what the business does and transports.
