Who must register for UCR?
The UCR Plan says the agreement generally covers motor carriers, motor private carriers, brokers, freight forwarders and leasing companies engaged in interstate or international commerce. It can apply to for-hire, private and exempt carriers. Canadian and Mexican carriers operating in the United States may also be covered.
Purely intrastate activity is generally outside the program, but “intrastate” is not determined only by whether a truck crosses a state line. Cargo can be part of a continuous interstate movement even when one carrier’s physical leg stays inside a single state. Review the shipment’s practical origin, destination and commercial arrangement.

How the annual registration works
1. Confirm the legal entity and USDOT record
Use the exact legal name and USDOT number. Correct registration discrepancies before they cause a UCR mismatch. Review the carrier’s Power Units and operation classification as well as its mailing information.
2. Determine the base state
The agreement uses a base-state structure. The applicable state is not necessarily the state in which a truck happens to be inspected. Follow the UCR instructions for the entity’s principal place of business and participating-state rules.
3. Count qualifying commercial motor vehicles
Motor carriers and freight forwarders report a fleet bracket based on qualifying commercial motor vehicles. Use current owned and operated equipment records and follow the UCR method for the registration year. Brokers and leasing companies follow the category rules that apply to them.
4. File through the official system
Use plan.ucr.gov to reach the National Registration System and current guidance. Beware of renewal mailers and websites that resemble government notices. Verify the domain before entering carrier or payment information.
5. Save proof and check status
Retain the confirmation with the annual compliance file. Confirm that the public status reflects the correct year and entity. A submitted screen or bank record alone does not prove that the correct USDOT number was registered.
2026 and 2027 deadline planning
Entities subject to UCR must complete the annual registration before January 1 of the registration year to avoid operating into the enforcement period unregistered. For 2026, the official portal opened October 1, 2025. For 2027, wait for the UCR Plan’s official cycle announcement and file during the published registration window.
- August and September: reconcile the legal entity, fleet and USDOT record.

UCR is not the MCS-150 update
UCR is annual. The MCS-150 update follows a biennial schedule based on the USDOT number, although carriers should update known changes promptly. IRP apportions vehicle registration among jurisdictions, while IFTA addresses fuel-use tax reporting. None of those filings replaces UCR.
